I. Role and funtions

The Heavy Industry Department is an agency under the MOIT which functions to assist the Minister in effecting State management of the mechanical industry (including automation, mechanics and electronics), metallurgy, the chemical industry (including both pharmaceutical-chemical and petrochemical industries), industrial explosive materials, mineral mining and processing (except for oil &gas and building materials), and managing the national defense work in accordance with the provisions of law.


II. Main tasks
1. Organize the formulation of annual strategies, plans and schemes for development of heavy industry and industrial construction and installation enterprises under the MOIT and submit such strategies, plans and schemes to the Minister or the competent authority for approval; instruct and inspect the implementation of such strategies, plans and schemes after approval.
2. Instruct the concretization of approved strategies, plans and schemes into development projects of heavy industry on national scale, ensuring a rational economic structure in manufacturing, trading, investment, import & export, and business joint venture and association.
3. Preside over the formulation of legal documents for the heavy industry sector and submit the same to the Minister or for the Minister to submit to the competent authority for promulgation; instruct and inspect the implementation of such documents; propose addition and amendment to or repeal of such documents if necessary; propose measures for handling violations of State management regulations in the heavy industry sector.
4. Preside over the study and proposal of development mechanisms and policies and policies for mining, processing and rational utilization of mineral resources, and instruct and inspect the implementation of such mechanisms and policies after approval.
5. Preside over the appraisal of investment projects within its authority (including ODA-funded projects but excluding projects subject to appraisal by the Planning Department) and submit results to the MOIT for approval;
- Preside over the appraisal of preliminary design of specialized constructions works belonging to Group-A projects irrespective of funding sources thereof;
- Provide opinions regarding investment projects within its authority and which are subject to approval by local authorities.
6. Organize the formulation and management of economic-technical norms and unit estimated price of building of the heavy industry in accordance with the provisions of law.
7. Preside over the formulation of, settle or propose to the Minister as to the settlement of mechanisms, policies and measures to resolve concrete issues on import and export activities of the heavy industry sector (including the coal, mineral, chemical and industrial explosive industries); direct the implementation of environmental protection measures in the mining of coal and minerals.
8. Preside over the appraisal of conditional business lines in the heavy industry sector under the MOIT’s management and submit the same to the Minister for the issue of business licenses in accordance with the provisions of law (except for industrial explosive materials).
9. Serve permanently in the MOIT’s Defense Steering Committee.
10. Monitor the activities of societies and associations in the heavy industry sector.
11. Prepare periodical and extraordinary reports on the operation of the heavy industry sector.
12. Perform other tasks assigned by the Minister.
